Does the Create Procedure dialogue really need to be modal?

Just a quick look in the gift horse's mouth - there have been quite a few 
times when I have use the Source->New->Procedure dialogue, only to be half 
way through adding parameters when I realize that I need to reference some 
other part of the source file to figure out what size to make my next 
parameter.

This came up again today, and I got to wondering - is there a reason that 
this 'wizard' is modal?  As far as I can tell, it doesn't seem to rely on 
the current cursor position or anything.
