We can see that there's nothing backing up in the job queues, but i'm
wondering if there's one of the 'background' server type jobs that's not
started or is having a problem.  We had this problem when we initially got
our programmers started in RSE, then it disappeared and worked fine
(without a real fix that we knew about), and now it's back consistently

You could check how the Job Description is set up.  It's on the same
preferences page as the 'Compile in batch' option.
