Got it figured out.

The clue was the behavior of the http server being unavailable while the
update was going on.

The behavior of the http at first glance didn't make sense as we both
know an http server spins off a new thread for each request.

Then I remembered limiting the number of threads per a debugging tip for
CGIDEV2.

I set the http attributes back to default and the installation of the
update completed normally.

So it seems that the installation was stuck trying to get a response
back from the "maxed" out web server.

Still, surprising that the update process apparently communicates back
to the web server more than either of us expected.
