This may sound kind of hokey, but it worked for me:

I just did 4 installs here, and got those messages on every one of them.
I would keep re-trying, and poke around with stuff, and eventually it
would work, but I was never completely sure what made it work.

By the time I got to the last install I was pretty well convinced that
the key is opening an IE browser session to any ibm.com website, then
going back to the updater and trying again. If that doesn't work, try
pointing the browser to the site.xml files at the links you posted.  It
will just display them, but then you can go back to the updater and try
again.

Worked for me.  I'm sure there's a setting somewhere that smarter people
would just set.
