You cannot just download the JAR, I was using that test to show that the 
server and file were out there.

You are doing this from home, right?  Is it possible that you entered your 
work's proxy configuration into the updater at home?  Your cable network 
would not need any proxy settings.  Since your browser works, it implies 
something isn't setup correctly.
