Kurt, there is a bug in OS/400 V5R2 and V5R3 (PTF is now available but I do
not have it handy).  The bug is that when you copy a source member the
change date on the member was not being updated to the current date and
time.  So if you checked out the source from prod, it might have a date
that is older than the last time you changed it in WDSC.

As a workaround, you can probably open and save it in SEU so that the date
is newer than your cache.
