Yes. I watched him. Even when we use Find All to show selected lines, his User 
Action key to showALL again does not work. I've also checked the way he defined 
the user action keys and they look okay.

I've notice that some of the actions keys don't work if you aren't actually in 
the lpex editor.

In other words, if you're browse the Outline or RSE panes, you have to click 
back into the editor pane before the action keys works.

Is your programmer sure that the lpex editor pane is the "active" pane?
