I had a problem with this months ago, but it's now reappeared.  I searched 
the archive and I didn't see anything relevant. 

When attempting to open a file from our production source, I'm receiving 
the following error dialog.  (Our authorities have been changed recently, 
but my group profile has use authority to the source file.)

"RSEF1002E: Operation failed.  File system input or output error."

The '.log' file shows the following:
