Another update:

I uninstalled the product.  I renamed the WDSc folder and removed any
registry setting I could find regarding Websphere.  I installed again
and was successful.  

I do think I missed something because all of my previously defined
systems were there when I opened WDSc.  Weird!

I hope this is useful for someone who might be having the same problem.

Update:
I also tried with and with out network connections.
I also tried DVD and CD-ROM versions.

It seems weird that it retains my workspace name from the previous
installation.
Knowing this, I moved the workspace after an unistall then did an
install.  It brought up the same workspace location even though it did
not exist.  That installation tactic failed too.

It sounds like the translated strings did not get installed properly.
Can you try to uninstall and reinstall.
