I tried the following with new workspaces:

1. Copied the RemoteSystemsConnections folder (RSC from now on) to a new 
workspace: No dice.

2. Copied RSC and copied 
<workspace>\.metadata\.plugins\org.eclipse.ui.workbench\workbench.xml: New 
workspace gets the same layout (and probably settings) as the original, 
but no connections.

3. Created new workspace, created one connection in the new workspace 
(causes the filter pool to be created) and then copied original RSC over 
new one: Now the connection I created gets all the filters from the 
original one, but I still don't see the other connections.

So if you have a limited number of connections, I would create the 
connections in the new workspace and then copy the RSC.
