*PUBLIC does have *ALL authority to the library and my group owns the library 
object.  The same is true for the file I'm trying to test with.  Should be the 
same for all files in the library.  Maybe something in between?

It sounds to me like you don't have authority.  If you don't see the
RCHEVA1 library when your filter is "SCHEMA NOT LIKE QSYS%" then you're
also not going to see it any other way.  For fun, can you give public
authority *ALL to RCHEVA1 and at least one of the files in it and see
what happens?
