It's not a matter of can't.  I went looking for the *.gif files that are
used for perspective icons, and found that there are no standards for
how icons are denoted.  Different plugins store icons in different
places.

The *.gif file is usually stored somewhere under a ui or regular plugin
directory.

developers in my shop have commented negatively about the fact that all

You cannot change the icon for a perspective.  Nor can you delete a 
perspective.  Hopefully, the Eclipse people will get to this someday.
