Paul, which download did you use?  I went to:

And that has three options:

IBM Software Access Catalog (PWD) 
IBM Evaluation Software Center for ISVs (PWD) 
Software downloads and CDs (PWSW)


According to IBM, you can only download the latest WDSC from the
Software Access Catalog, which is (currently) $795 a year.
Unfortunately, IBM changes these offering so often I'm afraid to ever
buy one.
