For some reason, when you are closing it is not actually ending the 
process.  If you look in Task Manager you will see at least one javaw.exe 
process running.  So something is preventing WDSC from actually ending. If 
you kill the javaw.exe process the lock will be released.

Obviously the real solution is to figure out why it is not ending.  I 
cannot help you there.
