Thought I'd add my experience using WDSCi on a laptop.

My laptop has a Pentium M cpu, and is rated as 1.6ghz.  When I got it I was
told that it is equivalent to a 2.4ghz P-IV.  It has 1gb RAM.  The hd is
5400rpm.

I mainly use RSE and the jlpex editor for RPG.  I have no performance
complaints with WDSCi (except for the time it takes to retrieve the list of
members in source files with a very high number of members.)
