There are several things that look like they could be wrong.

1)  Your URL starts with https://  Is this site using SSL?

2)  Your URL should look something like this:

http://as400adm.pct.edu:1900/context-root/FileName.jsp

3)  Whenever you install a new application into WAS you have to regen the 
Apache plugin configuration file so that it knows about the new context 
root. and to route that request to WAS as opposed to handle it itself.
