It seems the Project perspective and RSE have no relationship to each other. Projects are pretty immature. They seem to have been put there for 3rd-parties to build on. For all the promise of projects (i.e., what I think they should be able to do), I find it pretty useless. E.g., you can't point individual objects to different libraries - only the global library for the entire project (this may change, from what I've heard here). It takes one of the change management products to make it work effectively.
