The system's event-file handling copies the SQL precompiler's output
QTEMP file to the target library from the PGM parameter (and fixes up
the event file) so that the error-list processing can avoid QTEMP.  So,
as long as the target library isn't QTEMP, RSE shouldn't run into QTEMP
in the error-list.
