Are you using a fresh workspace or the one from the previous system? I would try a fresh one if you are using the previous one. If you are using a fresh one, it sounds like you didn't install the iSeries extensions. WDSC 5.1 is a 2-part install, first you install WSSD/WSAD. and then the iSeries Extensions.
