I had the same problem.
IBM said it's a bug, and they plan to fix it in a future release.

Subject: [WDSCI-L] Browsing COBOL copy books

When working in WDSCi 5.1.0.1 on a COBOL source member, there is option
under the Source menu for "Copy Book". Putting the mouse on that expands
another menu consisting of edit and browse.

I'm guessing I should be able to edit or browse the copy book member I have
the cursor on in the editor. This should work just like the "/COPY member"
item found under the source menu when I have an RPG source open and the
cursor on a /COPY statement shouldn't it?

I'm not a COBOL person but need to show others why they should use WDSC -
unfortunately we speak different languages. Any help would be greatly
appreciated. Also, what other parts do COBOL people find the most useful?
