Hm, I wish I knew :-)

In Eric Simpsons article the generated plugin.xml has a <requires> section 
that contains three lines:
- org.eclipse.core.runtime
- org.eclipse.core.resources
- org.eclipse.ui
According to the article you have to add com.ibm.lpex. In 5.1. the 
generated plugin.xml misses the org.eclipes.core.runtime; I assume the 
wizard knows what it is doing. Anyway, I tried adding 
org.eclipse.ui.workbench, but the result stays the same.
