There are effectively three modes that an RSE connection can be in;
disconnected, connected and offline.  The program verifiers use the cache
in all three modes for performance reasons.  The RSE tree view, table view
and other tools use the cache only in offline mode.  So if you are using
the RSE without a network connection then you should put it in offline mode
(from the pulldown menu in the Systems view (this is the upside down
triangle) select iSeries -> Caching -> Work Offline.

See answer to #1.  The program verifiers always use this information and
others tools use it when offline.

to upgrade to it.
