Just a tip to add here:

Perhaps an easier way to do this is drag and drop (or copy / paste).  Right
click on the source member in the RemoteSystemTempFiles project (or
anywhere else, say under the local connection in the RSE) and select copy
from the popup menu, then select your target library and select paste from
the popup menu.

OK. It is straightforward.  What I meant was if I can open it using
jLPEX why can't I save it to the iSeries?  If I click on save it creates
an empty member.

If the source had been created on my PC how would I get it to the
iSeries?
