just an idea, because i had the same effect with another PC-Editor:

is QUTCOFFSET on the iSeries right? And right timezone (for the time
displayed) on the PC? Are there significant differences in the values
what these two machines think how late it is?

There was a SNTP library around, i think it was from iseries network,
where one could set the iSeries clock and it could act as a time
server for other computers, e.g. the PC. So the two should have then
very similar viewpoints of the current time.
