I take F8 from the actual screen layout to the screen where you enter 

ID/Env/Rl/Code, from there Enter does nothing, F8 just takes you out. Is it the release level perhaps?

Steve, You could try maintaining the menu again.  Press F8 from the memu
design screen (operations screen) then press enter (not F8).  The next
screen will allow you to use option 1 for all (options) or 3 to select
against each user name to be authorised.
