If you are wanting to set this at a user level you need to look at using 
security object tools - options 11-13 on menu GLW.  The security object 
you need to work with is MXPY.  Its a while since I last used these so you 
will probably need to look up the documentation.  Note once you put a 
security object live, no one will be able to cut a check unless they are 
defined to the security object.
