I use SPSS Showcase Suite on a regular basis for data extraction and reporting. 
It's not cheap, but it's very good at getting data into excel. The query 
interface is fairly intuitive without needing to know SQL in detail, and has 
the benefit that it can bring in data from other sources as well. The other 
very important benefit of Showcase is security. You can set access control down 
to field level so that users can only see what data you give access to - 
important if the data is, say, payroll related, or confidential. Showcase is 
Java/SQL based, so it does tend to hammer the AS400 if it's one of the older 
varieties.

Client Access or OpsNav both offer file transfer, and NetManage Rumba terminal 
emulation also has an FTP facility, but there's precious little security for 
any file if the end-use has access to this kind of facility.
