You may want to check INP99, there might be locks still in there saying those 
subsystem jobs are running.

Did the subsystem end abnormally the last time?

I have a problem this morning.  My KWINBACK3 subsystem is started but none 
of the subsystem jobs are running in it.  I went to the /INB menu to start 
the monitor jobs and it says all the jobs already started.  I tried ending 
the subsystem and restarting it, but that didn't help.  I thought I had 
some notes for recovering from something like this but can't find
