Yes, you can receive more than on the PO based on Option 8/PMM User
Authority Parameters.
This is per user and also lets users cancel O/S lines and complete partially
received lines.

Been using S21 for quite a while and i've always assumed that you cannot
receive more than you have outstanding in a PO. However, some weird POs
have turned up and when I tested, the system allowed me to receive more
than my outstanding PO quantity. Is there a flag somewhere that says
whether to allow this or not? Or is this really allowed?
