This is a common problem. There are two possible solutions that I have used in different instances. Both have drawbacks, but these are often outweighed by the advantages.

1. If you can delete ALL the stock movements against this item in all stockrooms, you can then edit the item master. Although you lose history, there is no forcing of the system.

2. You can alter the purchasing unit in the stockrooms (INP60) at any time. Ensure there are NO outstanding purchase orders and dfu the PUNT35 field in INP35. This will cause problems when viewing history in inventory and purchasing, but as long as users are aware of this, it is OK.

We have some user who wants to change the purchasing unit of measure on an
existing part that has transactions against it.  Naturally, the system
will not let you do it because of the ramifications.  The users do not
want the part number to changed since we share the part number with 2 of
our sister companies.  The purchasing unit of measure will go from pounds
to kilograms.  Has anyone had any similar issues?  If so, any comments?
