Yes, usually happens from runaway queries and programs making use of QTEMP.
Once these jobs have finished, it usually rights itself.  The biggest
problem is interactive jobs.

Another good reason to check where your operator messages are delivered to.
I had a situation where the system operator was ignoring messages (a New
Zealander - do I need to say more?).  A quick CLP was created as a User Exit
program for the QSYSOPR MSQ which sent higher priority/severity messages to
a number of key people.

With System 21... a similar program for QPGMR is a wise move.

I had this happen a few years back,
its a frightening experience seeing your disk space
dis-appear before your eyes!!

Just like you, we did an IPL and everything was
back to normal.

I can only assume that a job or session got into some
sort of loop and filled up available disk space with
program dumps.

Has not happened again since.
