You have to create a subsystem for every environment that you use.

I have attached a document that was created back in 199 but should still be
OK on how to create subsystems

When I try to start the subsytems (PLBACK3 / GLBACK3 / etc) for our TEST
env. using the appr. menu options, they all point to our live subsystems, 

How can I change the substem that will be started, I do have seperate
substems availible like PLBACK3TST
