There are loads of freeware utils that wil allow you to insert sections into a 
.TXT or .INI files
Just have a look at : http://www.dlcsistemas.com/html/edific.html 
I've used this one before to change system names in de jbasmg.ini , It just 
took a couple of minutes to understand how the program works

  configuration tool, so you need to manually update the JBASMG.INI file

  Notepad (or whatever) to add a line to tell Explorer how many times to
  retry the connection (if no override is made, it retrys 20 times).

  You can change that number of retrys, but 50 should work - if it
  doesn't, just try increasing it until the error stops.  Unfortunately
  you will need to do this on each PC that is using S21 Explorer.  Note
  that parts of this file are updated by Explorer system configuration, so
  you can't just distribute the complete file to all users - well, you
  can, but your users may complain.  

  This should work on all recent versions of Explorer (since November
  1999).  If you have a really old version you should upgrade anyway.
