As regards your question about how average usage gets calculated, take a
look at the program IN023 (if you have source code).   Said program reads
INP90 data and updates the AVUW60 field in file INP60.   Program IN070
outputs to INP90 based on data in file INP09; the decision as to whether a
transaction is an issue, an adjustment, etc., is determined in IN070 by the
value in field HSTF09.   Please note that certain kinds of credit notes and
invoices do not affect average usage, despite the fact they impact stock
levels (whether they do or don't depends on the value in RESN65 of OEP65).

A while back, I handled a request to prove that average usage calculated by
System 21 was an accurate value.   I wrote a program and a series of QM and
standard queries that replicated almost all the average usage processing
that occurs in the above referenced programs and used INP95 data, rather
than INP90.   If you are interested in knowing how I did it, call me
