Do a DSPPGM IN950 and confirm that commitment control is set to *NONE.   If
it is set to *CHG recompile it.

It gets created in the job stream so I don't think it is an authorization
problem. I did not see any object locks. This message is different than
cannot delete file is in use. It states that:

Message . . . . :   Cannot do operation on file &1 in &2.
 Cause . . . . . :   Operation &6 was not performed on file &1 in library
&2
   because member &3 is either currently open or is closed with records
that
   are not committed for commitment definition &4. The operation type and
their
   meanings are as follows:
      1 - Delete File (DLTF command).
   Recovery  . . . :   Close the member, commit the records (COMMIT
command), or
  rollback the records (ROLLBACK command).  Then try the request again.
Technical description . . . . . . . . :   The commitment definition
identifier
  is &5.

I tried clof in the clp but says it is already closed.

I'm guessing here, without being able to see the supporting details, but
either
these files are still being used (there is a lock on the objects) or you're
not
authorized to delete them...

At this point in the jobstream, all the real work is already done, this
error
occurs during the job cleaning up after itself...

Try to see if it's an object lock (timing) problem or an authority
problem...

My gut says it's an object lock problem...

I did all of your suggestions and still having one problem.
The files INP45LWK & PMP11LWK still give me this message. Everything else
seems to work fine.
Can anyone shed some light on this message?

I have also found through hard experience that to get item deletion to run
to
completion I have had to hold the jobq for
IN950CLP until the IN941CLP is complete.
