I'm not sure if this is still the case but it used to be that only the first
line on 'B' type blanket PO was passed to planning while ALL lines on an 'S'
type (Scheduled) PO were passed.  Could this be the difference, the one is a
'B' while the others that work were entered as 'S' types?
