I remember this issue from quite a while ago, (pre-black AS/400 days).  The 
customer implemented and found that the AS/400 was under powered for the 
additional interactive work load.  When planning an upgrade from and "E" to 
an "F" processor, JBA pointed out the language in the contract requirement 
payment to them.
