IBM says:
The F9 key recalls the commands from the job log. If the logging level for 
message logging in the job description is too low, there are no commands logged 
in the job log to be recalled. This information can be checked using the 
Display Job Description (DSPJOBD) command on the job description the 
interactive job is using. Page to the second page of the Display Job 
Description screen and under Message Logging the Level parameter must be 3 or 4 
for the F9 key to recall the commands. If this Level parameter is not 3 or 4, 
use the Change Job Description (CHGJOBD) command to change it, sign off, and 
sign back on. The F9 key will then be able to retrieve.
