All %parmNum() does is convert the name to number at compile time.
You could just do:
If %parms() >= 2;

Yes, I'm aware of that but that part of the test is not my
problem. I can handle the first line below in a loop. It is the second
line that I need to be able to handle in a loop.

if %parms < %parmnum(pFileName) // if parm not passed
or %addr(pFileName) = *null; // or was omitted
