That is my understanding, yes.

I had trouble figuring out what you were trying to do. It isn't clear to me if you wanted data from the first record, the last record, or if there would only ever be one record. Part of the confusion for me lay with how you planned to find the record for update in the second file since it was Output-only.

The whole concept of random-access was pretty cutting-edge technology back then. IBM did a remarkable job of herding all of us along the path to the new idea of random access to data.
