I guess I misunderstood the definition of 'static' vs 'dynamic' long ago. I had
thought a static cursor was defined and the variables locked in at the DECLARE.
Having just reread the sql manual on Static vs Dynamic I see that static refers
to when the statements are prepared - at compile time or at run time.

The key statement from the manual...

"The precompiler checks the syntax of the SQL
statements, turns them into host language comments, and generates host language
statements to call the database manager."

... Live and learn.

I have a lot of old code that could have been written more simply and
effectively.

The code shown is using what is called "static" SQL -- which
*does* support host variables that can change with each use. PREPARE and
OPEN...USING are for what is called "dynamic" SQL and utilizes parameter
markers ("?") in the SQL statement -- which needs to be PREPAREd.
