What makes you think you should be using PDM option 14? Maybe you should
be using PDM option 15 and then later issue the CRTPGM command.

Are you using the default values with PDM option 14? Maybe you should be
using F4=Prompt and specifying certain values.

Have you done a DSPPGM <program-name> and viewed the output? Do so and
take note of what you see, such as:
- activation group attribute
- shared activation group
- list of modules
- list of service programs
