PATH is a variable that QShell uses to locate programs. It is similar to
the *LIBL that we are familiar with, except for a few details:
1) It is a list of IFS directories separated by colons.
2) There is no error if an invalid directory is in the PATH variable
(EDTLIBL/CHGLIBL would give an error about a bad library)
3) it is only used to find program objects to run (not used for files,
etc, like *LIBL is).
That line of the script adds the /usr/local/bin directory to the end of
the PATH. ($PATH inserts the existing value of PATH, then we add a
colon, and the /usr/local/bin directory to the end). That means that
this /usr/local/bin directory will now be included in the search for
program names (only until the QSH command ends.)
