I found the issue... *pulling hair out*

There was a /copy directive pulling in H specs from the CGIDEV2 library...
Grr....

I can tell these applications were just "copy and pray".... the HTTP
config files are also a mess... Oh well!

When this happens to me, I always follow the chain of references from
service program to service program:

CUSTOMER *LIBL
CGISRVPGM2 *LIBL
SRVRTV *LIBL

DSPSRVPGM UTILITIES:
CGISRVPGM2 *LIBL
TRIGGERS *LIBL

DSPSRVPGM CUSTOMER:
UTILITIES *LIBL
CGISRVPGM2 *LIBL
SRVRTV *LIBL
TRIGGERS *LIBL

DSPSRVPGM SRVRTV:
CGISRVPGM2 CGIDEV2

Whoops! This one was created with a different / older binding
directory. Or by hand. Or overlooked during refactoring.
