I forget whether the change was made in 6.1 or 7.1 (or maybe even
earlier). For a program compiled with DFTACTGRP(*NO), the ACTGRP will end
up being QILE by default.

Just to clarify this, the ACTGRP always defaulted to QILE with DFTACTGRP(*NO).

The CRTBNDRPG command changed in 7.1, from _showing_ QILE as the default, to showing *STGMDL. But since *STGMDL means "QILE" with the default value for the STGMDL parameter, the activation group default didn't actually change.

named a little better).

For sure. It's not so bad in print, but talking about the "default activation group" can be very confusing. As if the subject of activation groups isn't confusing enough for beginners.
