I had the exact problem a few weeks ago. I determined the Ops Navigator was not looking at the correct library list. I ran this SQL script in OPS Nav first:

CALL QSYS2.QCMDEXC('ADDLIBLE nnnnnnnnnn');

Replacing the nnnnnnnnnn with the library name your SRVPGM is in. I did have to run that once everytime I brought up Ops Navigator. Ops Nav did not save that new library that I could see.
