Could you clarify what you mean by 'non-error' case? Your code sample
appears to generate a divide-by-zero error and "remove" it from the job log
for 100,000 iterations, which generates perhaps something like 60
milliseconds of overhead per error.

In Buck's testing, the "non-error" case refers to the MONITOR block
executing successfully, i.e. the ON-ERROR block does not execute
(because dividing by 1 is not an error). The "with error" case refers
to when ON-ERROR does execute (because of dividing by zero).
