Sounds like these could get big indeed. Uncomfortably big for parameters.

Yes, the plan would be to read the entire file contents into memory and pass it to the stored procedure.

I'm supposed to get by on parameter data only, so any kind of JDBC to SQL Server or FTP is right out.

Well, until now, the files were placed on a Windows share for you to
pick up. So their end of things already has to change in order to stop
dropping off the files and start sending the data over as parameters.
And if that has to change, can't it change to some other form of file
transfer instead?
