FWiW, look at the results of the following search, to see if perhaps the use of a proxy might assist to get information from the web that *you* want, but your network folks might otherwise have forbidden access, not due to their intention but via their negligence and\or laziness [or perhaps even ineptitude, in conjunction with the software they have enabled]:
