There are lots of free tools for this available for Linux or other platforms, I imagine they could be made to run on IBM i rather simply.. that seems to me a much better option than writing your own.

But, if you did want to write your own, then you could do so. they are stream files stored in /www/YOUR-INSTANCE/logs. I would use the fopen/fgets/fclose family of IFS APIs to read them, should be fairly simple and fast. Then you'd need to parse the message and accumulate statistics, which might take a bit of coding -- certainly doable -- but here's where I think it might make a lot more sense to just grab an existing tool rather than write your own... it's not really difficult, just... why reinvent the wheel?
